केंद्रीय सरकारी स्वास्थ्य योजना (CGHS) के करोड़ों लाभार्थियों के लिए राहत भरी खबर है। OPD consultation charges को लेकर महीनों से चली आ रही confusion को सरकार ने आज साफ कर दिया है। स्वास्थ्य मंत्रालय ने official clarification जारी करके बताया है कि कब ₹700 और कब ₹350 की fee लगेगी। CGHS rates में पिछले साल के major changes के बाद hospitals और patients में लगातार confusion बना हुआ था।
₹700 Fee केवल Super Specialist Doctors के लिए
सरकार ने स्पष्ट किया है कि ₹700 की OPD consultation fee सिर्फ उन doctors के लिए valid होगी जिनके पास DM या MCh की recognized degree है। ये doctors अपनी super-speciality से related treatment देते हैं तभी ₹700 charge कर सकते हैं।
यह facility भी केवल CGHS empanelled hospitals में ही applicable होगी। Regular specialist doctors जिनके पास DM या MCh degree नहीं है, वे ₹350 की standard OPD fee ही charge करेंगे। मंत्रालय ने IPD patients के लिए भी existing rules को repeat किया है। In-patient cases में एक specialist एक दिन में maximum दो consultation ही bill कर सकता है।
CGHS Beneficiaries के लिए Important Guidelines
CGHS cardholders को OPD visit से पहले कुछ जरूरी बातों का ध्यान रखना होगा। Patient को doctor की qualification (DM/MCh) verify करनी चाहिए और confirm करना चाहिए कि hospital CGHS listed है या नहीं।Bill में clearly mention होना चाहिए कि consultation specialist है या super specialist। Government का कहना है कि यह clarification transparency बढ़ाने के साथ-साथ wrong billing पर भी रोक लगाएगी।
यह new guidelines CGHS beneficiaries और empanelled hospitals दोनों के लिए फायदेमंद साबित होंगी और unnecessary financial burden से बचाव करेंगी।
